Gonna be interesting seeing where all that $300 billion is going to come from as I'm pretty sure the Senate is already saying "No fucking way, fatso!"

Would stocking the reflecting pond with algae-eating fish reduce the amount of algae? Probably, but the stuff is so thick now even a really fat Jesus could walk across it.
Other suggestions:
Install a giant mirror over the top, or fill the pool with mercury. Those will reflect well.
Paint the rim of the pool, and the grass nearby, blue. At least that way SOMETHING will be blue. And while they're at it they can paint the roses red, too. (Extra points for those who get that reference.)
Lots and lots and lots of blue food coloring.
Drain the pool and have the Blue Man Group perform nightly.

If we're lucky Trump will ONLY leave a recession in his wake as his wealthy donors are butchering this country like a prize hog, keeping all the bacon and sausage for themselves and leaving only snouts and anuses for the rest of us on their way out the door.

As you know, your blue paint caused algae to grow in the reflecting pond, so we added fish to eat the algae. But snakes began eating the fish. And then otters ate the snakes. Then foxes ate the otters, then coyotes ate the foxes, and then bears ate the coyotes.
